Who can apply for CAIPS Notes from IRCC?
While IRCC no longer uses CAIPS, notes from their newer Global Case Management System (GCMS) notes can be requested through an Access to Information and Privacy (ATIP) request.
The Access to Information Act and the Privacy Act became effective on July 1, 1983. These acts aim to enhance government openness and transparency, enabling individuals to participate more fully in the democratic process. The Access to Information Act grants Canadian citizens, permanent residents, and individuals or corporations in Canada the right to access records controlled by federal government institutions. It is based on the principles that government information should be publicly available, exceptions to this right should be specific and limited, and decisions on information disclosure should be reviewed independently of the government. Meanwhile, the Privacy Act safeguards individuals’ privacy regarding personal information held by government institutions. It also allows Canadian citizens, permanent residents, and foreign nationals, regardless of their location, the right to access and request corrections to their personal information.

How to apply for CAIPS notes with IRCC? Submitting an Access to Information and Privacy request
Submitting an ATIP request for GCMS notes is relatively simple. Here is screenshot of the ATIP Request page. Here are the steps to submitting an ATIP request:
- Visit the ATIP Online Request page
- Agree with the Privacy Notice and click ‘continue’
- Select the department ‘Immigration, Refugees and Citizenship Canada’ (IRCC)
- Select the relevant category that describes you
- Fill out the rest of the form to your best ability and click ‘continue’
- Select ‘Access to Information Act’ for the type of information
- Select ‘Immigration/Citizenship Records’ for the type of records
- Fill out the rest of your form
- The ‘Client ID Number’ is also referred to as the “Unique Client Identifier” (UCI) Number. The format is either 00-0000-0000 or 0000-0000
- Select the type of record you would like
- The ‘File Number’ is a number unique to your application. It usually begins with one or more letters and is followed by 9 digitals. For example: E123456789, RP12345678, or RHB1234567.
- Click continue and make payment
Processing time for CAIPS Notes:
The typical processing time for GCMS notes is about 30 days from when your Access to Information and Privacy (ATIP) request is received by Immigration, Refugees and Citizenship Canada (IRCC). This timeframe is mandated by the Access to Information Act and the Privacy Act, which grant government institutions up to 30 days to respond to such requests.
Possible Delays with CAIPS notes requests
While the standard processing time is 30 days, this period may be extended for 30, 60, or 90 days under certain circumstances. Common reasons for delays include:
- High Volume of Requests: If IRCC is handling a large number of ATIP requests, it may take longer to process each one.
- Complex Requests: If your request involves a substantial volume of documents or requires information from multiple sources within IRCC or the Canada Border Services Agency (CBSA), additional time may be needed to gather the necessary data.
- Additional Verification: Occasionally, further verification or clarification may be required, which can extend the processing time.
